In order to control and reduce the environmental pollution caused by the discarded electrical and electronic products, promote the clean production and comprehensive utilization of resources in the electrical and electronic industry, encourage green consumption, protect the environment and human health, the Ministry of Industry and Information Technology and other eight ministries jointly promulgated the Regulations on the Restriction of the Use of Harmful Substances in Electrical and Electronic Products on January 6, 2016. The management method came into effect on July 1, 2016. Because of its similar content to the European Union RoHS, it is called the "Chinese version of RoHS" in the industry.
On March 12, 2018, the Ministry of Industry and Information Technology of the People's Republic of China officially issued the announcements of the Catalogue of Management of Harmful Substances Restriction on the Use of Electrical and Electronic Products (the first batch) and the List of Exceptions for the Application of Limited Substances in the Catalogue of Management of Achieving Standards (No. 15, 2018). The first batch of products included in the standard management catalogue consist of 12 categories. The contents of lead, mercury, cadmium, hexavalent chromium, polybrominated biphenyls and polybrominated diphenyl ethers should meet the relevant standards such as the restriction limits of hazardous substances in electrical and electronic products. The products will also be included in the scope of the qualification assessment system for the restriction of hazardous substances in electrical and electronic products. The Catalogue of Management of Harmful Substances Restriction in Electrical and Electronic Products is an important part of RoHS's "two-step" implementation strategy in China. The publication of the catalogue will further improve the management and control system of RoHS in China and point out the direction for enterprises to better meet the requirements of RoHS in China.
In addition, similar to RoHS of the European Union, in view of the current technological level restrictions, 39 exceptions lists for the application of restricted substances have been drawn up for the products listed in the catalogue, namely, the products/materials listed in the Exceptions List for the Application of Limited Substances of the Standard-meeting Management Catalogue can not meet the relevant regulations for the time being.
